Environmental Impact Assessment (Online) Part A: NEPA as a Decision-Making Tool in Planning

Length: This is a three-week online course. Each weekly unit requires approximately 5-7 hours to complete.

Audience:
This course is intended for transportation professionals from transit agencies, metropolitan planning organizations, and departments of transportation with less than three years experience working with the environmental process relative to project development.

This is the first part of an introductory-level course on environmental impact assessment.

This class is limited to 15 participants.

Description:
The course introduces the environmental impact assessment process as required under the National Environmental Policy Act (NEPA). It reviews NEPA’s legislative history and implementation by the Council on Environmental Quality (CEQ), and details important considerations in the project planning stage.

The course is offered through Rutgers Online, powered by eCollege. In an online course, there is no physical classroom. It does have an online space where you can interact with the instructor and other students. The "classroom" is open any time - day and night, so you can find the most convenient time to participate. Approximately one week before the class begins, learners will receive an email containing a username and password, and instructions for accessing the course.

You should plan to spend at least an hour every day, or three two-hour sessions per week in the class. Once you enter the "classroom" you can get from unit to unit and page to page by clicking on links and tabs; similar to using web sites. Learners will move through each unit at their own pace within each weekly time period. The instructor guides learners through the course material and facilitates interaction through the use of electronic communications, discussion boards and peer-reviewed exercises.

Objectives:
At the conclusion of this online course, learners will be able to:

  • Recognize the value of NEPA within the historical legislative context
  • Identify the goals of NEPA
  • Describe the CEQ implementing regulations
  • Decide if NEPA applies to projects
  • Use NEPA as a decision-making tool in the transportation planning process

Goals:
To introduce the NEPA process as a tool for decision making and to provide an overview of the NEPA process leading up to preparing an environmental impact statement (EIS).

Fee:
Tuition shall be waived for federal, state and local government employees who work in transportation or related areas.
