Introduction to Statewide Transportation Planning

Audience:
This course has been designed for transportation planning, programming and project development staffs that are involved with the Statewide Transportation Planning process. This course is geared to new planners who deal with statewide planning issues. A basic understanding of the planning process is preferred, but not required. The primary target audience includes new planners, urban planners, FHWA/FTA field planners, DOT staff, Metropolitan Planning Organizations (MPOs), Rural/Regional Planning Organizations (RPOs), Regional Development Commissions (RDCs), transit agencies, and rural transit operators. It also includes federal resource or regulatory agencies such as EPA, Federal Lands, and Tribal Governments, engineers and consultants. The secondary target audience includes local officials and other disciplines in a state DOT.

Description:
This course is a cooperative effort among the Federal Highway Administration (both the FHWA Office of Planning and the National Highway Institute), the Federal Transit Administration and the National Transit Institute. The overall course goal is to provide an overview of the state transportation planning process including tools, methods and best practices. The course covers the Federal regulations and differing state and local requirements, required products of the statewide planning process, the players and their roles. It also incorporates into the material the major elements of the plan and how evaluation methods and performance measures are used to implement the plan.

Objectives:
Upon completion of these training programs, each participant should be able to:

• Illustrate the continuous Statewide Transportation Planning process
• List the players, their roles, and the issues involved in the statewide planning process
• Explain the relationships of statewide planning to federal regulations and differing state and local requirements
• List the required products of the statewide planning process
• Describe the major elements included in a statewide transportation plan
• Discuss the variety of methods, techniques and strategies to implement the plan
• Recognize how evaluation methods and performance measures are used in the statewide planning process
• Recognize noteworthy statewide planning processes

Fee:
Tuition shall be waived for federal, state and local government employees who work in transportation or related areas.
